Allison, C. Cooper, E. P. Wigner, Report of the Committee for the Examination of the Moore-Leverett Design of a He-Cooled Plant , CE-324, October 22, 1942. 

The Moore and Leverett mentioned in this report were T. V. Moore, an engineer in charge of the helium-cooled design, and his young associate Miles Leverett. Mr. Moore left the project shortly after this report appeared. Dr. Leverett remained at Chicago, and subsequently became one of the country s leading nuclear engineers.

Papers 12 and 13 record Wigner s contributions to the instruction manual prepared by the Metallurgical Laboratory for the du Pont Company which had just assumed reponsibility for the Plutonium Project. Even at this early time Wigner had analyzed various combinations of coolant and moderator of particular note is his analysis of the engineering problems associated with a heavy-water moderated reactor.
