Aggregates Resources The Bell Laboratories concept of aggregating research monies to serve the large-scale needs of a diverse using sector has been paralleled in the development of EPRI for the electric utilities. This concept could be extended into other areas where a fragmented industry — like coal or natural gas — has large-scale system needs that its individual companies could not finance.

The allocation of a greater or lesser proportion of the total health expenditure to pharmaceuticals merely indicates that there are different ways of combining resources to produce health care. The superiority of one combination of resources over another can only be established by examining the aggregate results of the resources used on the health status of the population. 

Considering both theoretical and practical criteria, a definition for a re-occurring deviation is formulated in this thesis subsequent deviations with equal value to the first deviation, occurring in an equal input, output, or resource, on the lowest aggregation level as recorded in a company. An example to clarify this definition is depicted in Figure 18. 

A re-occurring deviation can be defined as multiple deviations from the transformation s theory-in-use, or espoused theory, equal to each other on the lowest aggregation level as recorded inside a company, all occurring in the same input, output, or resource of the transformation. 

A production location comprises one or multiple production plants where production resources are located. Production resources are single units or groups of production units aggregated to production lines or assets. Having the structure of chemical commodity value chain network as a network of chemical production processes in mind presented in fig. 34 (Al-Sharrah et al. 2001), production locations include respective resources and transportation lanes between production locations to model relations in chemical Verbund structures.
