Affirmative action regulations

In the early days of affirmative action, diversity was measured in some cases by quotas, even though affirmative action regulations have never endorsed the use of preferences or quotas. (The only exception is that courts have the authority to order temporary quotas for employers who are found guilty of intentional discrimination.)... 

Affirmative action is still a developing area of regulation with many of its precise requirements not yet definitively resolved in either an administrative or judicial sense. I strongly suggest that in dealing with specific problems and questions on affirmative action at your institution, you first obtain the opinion of your counsel concerning the precise requirements of affirmative action and then make the necessary decision with an understanding of what affirmative action actually does and does not require, as well as what is otherwise best for your institution. 

Before a difference of opinion started with honest motives finally becomes poisoned, government bodies must make use of their authority and decide whether the technical risks can be imposed and on the regulation pertaining to them. The readiness of citizens to respond in the affirmative to determined government action in favor of such decisions is not simply identical with risk acceptance as a rule, it is higher.
