SHE is an aspect of quality. In SHE management, we establish SHE norms for follow-up. Let us look at a typical example, where we use an upper limit for the number of accidents per year as a norm. Written procedures define the activities by which the organisation  

2 calculates the actual number of accidents periodically for comparison with the goal (norm), and 

3 takes action in case of deviations (i.e. the actual number of accidents exceeds the norm). 

The structured decision-making process also belongs to the bureaucratic approach. This is a normative model of decision-making that prescribes how to make decisions to avoid irrationality.
