There is no strict division between delay primers and delay detonators and some items listed in NOLTR 1111 (Ref 23) as delay primers can be considered as detonators 

For example, Electric Delay Fuze Primer Mkll5 listed in Ref 23, p 5-50 and shown here as Fig 1-62, contains, among other ingredients, a base charge and there is no reason (in our opinion) why it should not be called detonator.
