The Partnering Effort

The validation of the major premise in the District of Columbia s report— that more hazardous material was buried in Spring Valley— forced the Corps and the EPA to begin a halting partnership effort with the 

District s Environmental Health Administration to design an appropriate cleanup plan for Spring Valley. The District of Columbia was the remedial project manager for Spring Valley from 1998 until their removal from the partnering team in March 2003.
