The Nature of Technical Documentation in Hazardous Environments

As this chapter demonstrates, agencies and individuals depend upon adequate and timely technical documentation to construct and enforce regulations in hazardous environments. This documentation builds a body of experience that agencies can draw on to help them improve the health and safety of workers. [Pg.64]

The individuals who produce this documentation are not normally trained as writers, but they write frequently and regularly as part of their work, and their writing must demonstrate that they have adequate and sufficient evidence for their decisions. Unfortunately, few of these individuals have developed the rhetorical strategies they need to describe tbe relationships known and unknown, the theory and practice, the standards and phenomena they seek to regulate. As a result, administrative courts frequently overturn citations because agency writers have failed to provide adequate and timely warrants for their judgments. [Pg.64]

But technical writers and rhetoricians have also not developed a workable, empirically based theory for understanding how the uncertain material conditions of hazardous environments affect the quality of technical documentation. We have not examined the rhetorical features that individuals employ when they describe their experiences or how this experience is transformed in writing. We have grounded our assumptions about technical dcKumenta-tion in systems where outcomes are predictable and certain. But we have not examined the nature of documentation in systems of profound material and institutional indeterminacy. [Pg.64]

A serious injury is anything short of death, such as amputation of the hand or foot, broken arms, legs, ankles, knees, fingers, thumb or toes, skull, spine or pelvis or loss of the sight of an eye or any other injury where the person injured is admitted to the hospital for more than 24 hours.  [Pg.65]

The effect of the new arrangements for reporting accidents was to increase the number classified in the year as major injuries by about 30%. The increase in accidents compared with the previous year is 34.2%, but as there were fewer employees, the trend is not satisfactory.  [Pg.65]
