SFC Support

SFC Support. The California Public Utility Commission must approve the price that SCE recovers for the electricity that the CWCGP generates. Consequently, the oil price decline in 1982 jeopardized the project while it was under construction. In 1981, economic projections for the Cool Water program assumed an avoided cost of 0,073 per kilowatt hour (kWh) in the mid-1980s. However, by early 1983, SCE published an avoided cost of only 0.046/kWh (25). 

SFC Support. Like the Cool Water project, the Destec LGTI project also received support from the U.S. government. However, SFCs financial assistance is only a price support for the coal-derived gas. Therefore, SFC gives financial support only when the plant operates successfully and natural gas prices are low.
