without thinking about the hierarchy that actually exists, combine your workgroups by number and tasks in such a way that they can be maintained and promoted by truly competent managers. 

You will be surprised how few managers you need at the first level to direct the independent Davids. 

In this realistic, but conservative example (Fig. 75) we have learned that we only need three levels of management and not six.
