There is the EU resolution (Council of Europe) Resolution on Rubber, and the Food Standards Agency, which already is funding a number of research projects to resolve the issue [20, 21]. 

The regulations for indirect food additives are given in Title 21 of US Code of Federal Regulations, and permitted compounds are given in a positive list considering various operational conditions (such as temperature, type of food and type of contact with the food).
