The composition can easily and safely be manufactured, handled, transported, stored, and used, assuming normal treatment and the expected variations in temperature. 

Ignition is reliable in the end item and sensitivity meets acceptable criteria. 

Storage lifetime is acceptable, even in humid conditions.
