Post-turnaround Startup

Almost every chemical processing facility uses some form of the turnaround approach to allow major maintenance, detailed inspection, and equipment refurbishing. Typically, a turnaround involves a complete plant or unit shutdown and offers the chance to safely and properly install changes that may have been approved months ago but can best be performed during a shutdown period. There may be numerous improvements and enhancements to track as changes throughout the entire turnaround period.

A recent incident that occurred during a post-turnaround startup at a refining facility was investigated by the U.S. Chemical Safety Board (CSB) and the company involved. Both reports recommendations imply that thorough prestartup safety review implementation could have mitigated or completely avoided the incident.
