The new risk landscape that had been described by the Vulnerability Commission (NoU, 2000) was now a fact, in which it was claimed that the Norwegian society was facing terrorism. Additionally, the society had become more vulnerable than before because provision of new and more complex technology in the Norwegian society that had become more open. We used to feel a distance between PST and the political environment and other places to what PST was doing after the fall of the iron curtain. Although the Vulnerability Commission had written well about the new threat landscape most people had not noticed (Per Sefland, Director of PST, in Aftenposten 20.09.2002)...
