Performance management participation

Finally, the term resource denotes any asset needed by an activity to be performed. This comprises both human and computer resources (i.e., the designers and managers participating in the design process as well as the computers and the tools they are using). The management assessment concept, as originally outlined in WISR 31, "Management Assessment Flan" (Reference 10), was to require active senior management participation in the evaluation of operator performance and readiness to restart. This evaluation would primarily be focused on the "soft" skills such as communications, leadership, teamwork, and diagnostic skills demonstrated by the operator and supervisors during simulator and in-plant exercises. Though occasionally a time consuming exercise, a well-performed PHA can be a source of satisfaction and may be required by the OS HA Process Safety Management Standard or the EPA Risk Management Program Rule. It is important members actively participate and lively interaction is promoted during the sessions. 

It is not necessary that participating laboratories be formally recognized, accredited or certified. Measurement of the property of interest should be completed by, or under the supervision of a technically competent manager qualified either in terms of suitable academic qualifications or relevant work experience. The participating laboratory should consider the analysis as a very special one, to be performed with special attention and all possible care, and not have it performed as part of its regular routine. 

The FDA has refrained from specif5ung exactly what scientific disciphnes, education, training, or expertise qualify individuals to participate in the conduct of a nonclinical laboratory study. These factors vary from study to study, and FDA has merely indicated that the question of employee qualifications should be carefully considered by laboratory management. Laboratory management therefore has considerable latitude to define job qualifications. Any reputable laboratory will find it to be in its own best interest to hire competent individuals and to provide adequate on-the-job training to qualify those individuals to perform their assigned duties. The FDA is not likely to make an issue of employee qualifications rniless an inspection reveals an obvious case of employee incompetence.
