Performance evaluation and appraisal

In the vast majority of company health and safety policies the health and safety responsibilities of line and functional management are clearly laid down, together with - in some cases - the mechanism by which the fulfilment of tiiese responsibilities will be monitored. 

Indeed, the Accident Prevention Advisory Unit (APAU) have produced three excellent publications which provide additional guidance and discussion on the aspects of policy management, implementation and monitoring. 

However, the most effective way to fix accountability for healfh, safety and indeed risk management responsibilities is by financial accountabil-ify of directors and managers. 

This is borne out when consideration is given to the use of the legal, humanitarian and economic arguments for health and safety at work (section 2.4.7). 

Maslow related his theory of motivation to human needs. He suggested five sets of goals which are usually depicted as a progression or hierarchy
