There is a tendency of Americans to buy by the lowest initial price, rather than the lowest price per unit of time. Passive solar heating and cooling raises the initial cost of a home, but lowers the cost of home ownership over a period of years. Outdoor paint that will last for 3 years will probably be cheaper than paint that will last for 5 years. However, it is not cheaper per unit of performance when the time, labor, and money involved in repainting every 3 years is considered.

In some applications, where it is necessary to protect the batteries from heat via solar radiation (e.g., PV systems), passive-cooling systems can be used (Fig. 8.29). An example of a passive-cooling system in telecommunications applications is described in Ref. [36]. This design reduces the elfects of heating by direct solar radiation and by heat generated inside the housing. Additionally, the batteries are protected against other effects of the environment. 

It is a contradiction in terms to talk about passive solar cooling. Passive cooling techniques exist, but these are (if arything) anti-solar. Solar and other heat gains shoirld be eliminated.
