Parallel stockpiles

The U.S. Chemical Stockpile Disposal Program (CSDP) has evolved in parallel with international initiatives to eliminate chemical weapons. After many years of negotiation, the terms of the CWC were agi eed upon in 1993 to deal with this issue. As of June 2002, the CWC had been signed by 174 countries and ratified by 145. The convention went into effect on April 29, 1997, after ratification by 65 countries. The CWC requires that signatories, which include the United States, destroy their chemical weapons stockpiles within 10 years of its initiation, making April 29, 2007, the deadline for destruction of the U.S. stockpile. While the committee believes that future non-stockpile facilities at large-quantity sites might utilize multiple mobile units such as the EDS and DBC operated in parallel (e.g., Finding and Recommendation 2-5), this concept is not yet included in facilities such as MAPS and PBNSF, which at this writing were under construction and in final design, respectively.

The CDC-recommended therapy for the public is a trivalent equine antitoxin against types A, B, and E. In cases of exposure to other BoNT serotypes, the US Army can provide an investigational heptavalent (ABCDEFG) antitoxin. However, the antitoxins are in limited supply and would need to be retrieved from stockpiles. Therefore, the development of safe and effective postexposure therapeutic compounds for BoNT intoxication is of paramount importance to serve the requirements of the military and civilian populations. In conjunction with drug discovery efforts, there is a parallel exigency to develop appropriate animal models to test the usefulness of various strategies for protection against BoNT intoxication.
