Blinc and Iladzi (23a) have shown that this frequency, which lies at about 1650-1820 cm-1 in a series of afe-dioxime complexes, is more probably the in-plane O-H deformation frequency, and that the O-H stretching frequency lies in the range 2340-2380 cm-1 they find the out-of-plane O-H vibration between 860 and 930 cm-1. It seems likely that the hydrogen atoms do not lie directly between oxygen atoms, but it is still uncertain whether they are symmetrically disposed with respect to the oxygen atoms or not. 

It is quite evident that deuteration of the solvent results in very substantial increases in both the emission intensity and the fluorescent lifetime. As the authors point out, the enhancement is often very dramatic and is probably associated with changes in O—H stretching frequency when D replaces H.

Should we ask whether the proton is permanently in one of the two alternative sites along a given O O bond, the answer hangs on what we mean by permanently . A practical criterion would be that the proton occupies a site permanently if the frequency with which it jumps to the other site is much less than its normal O-H stretching frequency of vibration. 

The dynamics of this low-mass charged site provides an inertialess polarizability, intended to mimic the electronic polarizability of the frequency domain higher than the O-H stretch frequency. This feature is very similar to that of ab initio methods. 

N—H and O—H stretching frequencies so that an unequivocal differentiation in structure is sometimes impossible.
