1-Naphthylamine is soluble in 590 parts water the hydrochloride is soluble in 27 parts 

Salts or solutions irritate eyes. Prolonged exposure to dust or skin absorption may cause bladder tumors. There is some question whether human carcinogenicity is due to contamination with 2-naphthylamine.2 Prevent inhalation of dust. Prevent contact with skin, eyes, and clothing.3 

Wear butyl rubber gloves, laboratory coat, eye protection, and self-contained breathing apparatus.
