Section 17 gives federal district courts jurisdiction over actions to enjoin violations of 15, 5, and 6 of TSCA and to compel any action required by TSCA. It also gives the district courts jurisdiction over actions for injunctive relief against any person who manufactures, imports, or processes a chemical substance manufactured in violation of 5 or 6, or product manufactured in violation of the lead requirements of TSCA. If the substance or product was distributed in commerce, an injunction under this section can include requirements for the manufacturer, importer, or processor to notify its customers and the public of the risks, and recall, replace, or repurchase the substance or product. [Pg.500]
