For activation to become an effective answer to benefit dependency, the labour market, however, must improve its capacities to create jobs (Eichhorst and Konle-Seidl 2006). Therefore, part of the Hartz package was devoted to a (limited) flexibilisation of the labour market (Jacobi and Kluve 2006 Eichhorst and Kaiser 2006).
