HTTP is Appropriate Communication Technology

The choice of a data transfer protocol (middle layer) is also important to the operation of a federated information system. An ideal data transfer protocol would be architecture-independent, provide reliable data transfer over existing network protocols and, ideally, it would already be globally disseminated. Today (in 2003), the choice seems obvious HTTP (HyperText Transfer Protocol). 

Originally named the Mesh , the idea of a distributed information system based on computing elements sharing HTTP as a common data transfer protocol formed the basis for the World Wide Web (WWW).
