The concept of congruence was first used by Carl Friedrich Gauss (1755-1855). Gauss was a mathematician as well as a master of astronomy, physics, geodesy, and statistics. He lived in Germany and for many years was director of the university observatory in Gottingen. 

Auguste-Louis Cauchy (1789-1857) was, as a contemporary of Leonhard Euler and Carl-Friedrich Gauss, one of the most important mathematicians of the first half of the 19th century.
