For filling grenades, any kind of HE can be used, provided it is fairly insensitive to shock. Dry NC was one of the first expls used. Other expls used were Ammonals, PA, Chea-dites etc. The USA also used a Grenite (qv) and another Nitrostarch expl contg MS 25, AM 34, binder 1 SNa nitrate 40%.
