In a letter to Science in 1980 (O, U.S. Representative John Dingell (D-MICH) stated with respect to the debate concerning the subtherapeutic use of antibiotics in animal feeds "The science of this issue is well in hand, but we cannot call upon it to do the impossible. Twenty years of scientific investigation have identified but not quantified the risk to human health. Congress sent the Public Health Security and Bioterrorism Preparedness and Response Act of 2002 to the president 3 weeks ago. The measure is a compromise between somewhat different versions that were passed by the Senate and House last December.
