Delegation of law-making powers

In the process of drafting its proposals, the HSE is required to consult with. .. any government department or other body that appears. .. to be appropriate... (s. 50 HSWA). The procedure followed by the HSE is similar to that followed by Parliament with white and green papers (see section 1.1.16.3) where there may be consultation with the CBl, TUC and an industry with a particular interest in the subject. Thereafter public consultation takes place through the publication of a Consultative Document (CD) which outlines and explains the new proposals. [Pg.66]

Opinions submitted are taken into accoxmt in the preparation of the final proposal which is then sent to the HSC for ifs approval. From there it goes to the Minister concerned who takes it to Parliament for their approval. Before fhat approval can be given, fhe proposal must lie in the House for fhirty days during which time any MP can peruse it, raise objections and call for a debate on it. [Pg.66]
