SEC. 203. A controlled substance analogue shall, to the extent intended for human consumption, be treated, for purposes of this title and title III as a controlled substance in Schedule I. 

Here is a masterpiece of logic which makes some sense out of sloppy law. It must be remembered that the purpose of all of this is to determine if one, or two, or three definitions must be applied to establish just what is an analogue. This court declared that a substance may be a controlled substance analogue only if it satisfies clause (i) and at least one of clauses (ii) or (iii). 

The Controlled Substance Analogue Enforcement Act of 1986 declares that drugs that have similar effects to banned drugs are also automatically banned despite their having differences in chemical structure. This is an attempt to close a loophole exploited by illicit chemists.

The Controlled Substance Analogue Dmg Bill. This is contained within Public Law 99-570, the Controlled Substances Analogue Enforcement Act of 1986. This is the so-called Designer Dmg bill which was intended to allow the prosecution of any act associated with an unscheduled dmg, if that drug is analogous either in structure or in action to a scheduled dmg, and if it is intended for use in man.
