The idea of coupling physical and cost streams is not new. The earliest example of which we are aware is due to Manson Benedict in an unpublished set of notes in 1949 reported by Gyftopoulis (1). Other examples have been reported (10, 11, 12). [Pg.216]

Manson Benedict, one of the Safeguards Committee members who opposed the construction permit in 1956, wrote his narrative testimony after reading the transcript of Bethe s testimony. He commented that he subscribed "to Dr. Bethe s view that the oscillator tests at low power can give, without hazard, an indication of the limits within which a reactor can be operated under stable conditions." He continued, however, that the present state of knowledge regarding the causes of instabilities in EBR-I did not permit him to conclude that the design of the PRDC reactor would not have similar defects. More research had to be done before an experiment at low power could be tried on the PRDC reactor. Such a test should be deferred, Benedict believed, "until the causes of instability of EBR-I have been identified, until the validity of oscillator tests on fast reactors has been established." ... [Pg.161]
